We start replacing our Tier 2 transit with Tier 1 carriers, and expanding our presence at internet exchanges.
A Tier 2 provider buys its reach from someone else, so every packet you send inherits their peering decisions and their congestion. Tier 1 networks reach the entire internet through settlement-free peering: buying from them shortens the AS path and takes an intermediary out of every route.
Peering does the rest. At an exchange we hand traffic straight to the networks our customers actually talk to, so it never touches transit at all — which is both faster and, when something breaks, far easier to diagnose.
