Create database user

post/managed-databases/{md_uuid}/users

Create a user inside a Managed Database instance. The user is created in the background and is kept by the platform across restarts, scaling and failover. If no password is provided, a secure one is generated. The password is returned only once, in this response, and cannot be retrieved again: store it now.
