Get database failover history

get/managed-databases/{md_uuid}/failovers

Changes of the primary server of a database with 3 servers: when a server started answering as primary and when one stopped, newest first. Empty for a single-server database. Reads can be served by the replicas through read_host; writes always go to endpoint_host.
